MOORHEAD – Police here say two toddlers were placed in protective custody after being found alone in an underground parking garage dressed only in dirty diapers.

Dispatchers received a report at 11 a.m. Tuesday of children screaming in the garage in the 300 block of Second Avenue South.

Police gained access to the garage and found the children, approximately 1 and 2 years old, standing inside the closed overhead door at the bottom of a steep ramp, Lt. Tory Jacobson said.

“They were dirty, and obviously they weren’t cared for, and there’s obvious risks that if they’re playing or being inside this ramp, that’s for cars to come into,” he said.

The children had no obvious injuries, and their mother was located in a nearby Main Avenue apartment, Jacobson said.

Authorities haven’t decided yet whether to seek criminal charges. Clay County Social Services placed the children in protective custody and will investigate with police how the children got out of the apartment and what their caregivers were doing at the time, Jacobson said.

“There isn’t an acceptable justification. It’s just that they have to work through it with the family,” Jacobson said.
