On Tuesday night, the city council voted to let some professionals look into what is causing the leaks.
The leaky roof at the Campbell Library in East Grand Forks is starting to spread around the perimeter of the building.
The library deals with the roof leaking every spring. The water usually stays in the meeting room but has recently spread to the story room as well.
There have been similar, smaller problems since the library was built ten years ago. Those problems have always received small fixes, but no one can figure out what exactly the bigger problem is.
Many blame it on design defects, but now the city will pay almost $58,000 to a team of three contractors who will study the problem, recommend action and provide the city with total cost estimates as well as a timeline for the repairs.
"The first day in the spring when it reaches 32 degrees, our steel beams melt and rain inside the library, mainly in the meeting room, the storage closet," library director Charlotte Helgeson said.
"Heard estimates anywhere from $50-$100,000 with a worst-case scenario (of) replacing the entire roof $3-$400,000. We don't think it's going to take that, but this investigation will determine what fix needs to be made," council member Mike Pokrzywinski.
City council hopes the problem will be completely fixed by September of 2012.
A large TV was ruined in the storage room. Many of the motors on the electric blinds have needed to be replaced and the meeting room also has a projector in the ceiling, but that hasn't been damaged yet.
