BISMARCK, N.D. (AP) — A ballot initiative to toughen North Dakota's penalties against animal cruelty is ready for circulation.

Secretary of State Al Jaeger approved the petitions for circulation Tuesday.

The proposed ballot measure would make cruelty to dogs, cats and horses a potential felony.

Supporters need to turn in at least 13,452 petition signatures by Aug. 8 to put the idea on the ballot for the November 2012 general election.
