(WDAZ-TV) - A moderate risk sex offender has moved from Gilby, ND, to East Grand Forks. Marcus Gene Hill, 29, is living at 621 1st Ave. NE.
Hill is listed as a "sexually dangerous individual" on the North Dakota Sex Offender registry website, meaning he either engaged in sexually predatory conduct or has a disorder or dysfunction making him likely to engage in other acts of sexually predatory conduct.
He was convicted in 2004 of second degree criminal sexual conduct. Hill had sex with a 12-year-old girl who had been drinking at a New Year's Eve party. He met the girl and took her into a closet in the hallway of an apartment building to have sex with her.
Hill was sentenced to 45 months in prison and seven years probation. Because he was assigned a risk level of moderate, Hill has to stay registered for 25 years.
Hill was also convicted in 2003 to third degree assault on a victim less than four years old. Hill was intoxicated and fighting with a man holding a baby. The child was struck by Hill in the head.
