Neighbors, Developer Reach Agreement on West-side Apartment Construction

GRAND FORKS (WDAZ-TV) - A local developer and neighborhood residents have come to an agreement after about a year and a half of negotiations. The land to be developed is just south of Ray Richards Golf Course and neighbors in that area weren't happy when they heard more apartments would be built.

The land to be developed is just south of Ray Richards Golf Course and neighbors in that area weren't happy when they heard more apartments would be built.

Neighbors were upset about the original plans for the land, but after more than a year of working with the developer and city planners, they've come to an agreement they say they're happy with.

The land is along South 42nd Street and 11th Avenue South, just east of the Alerus Center.

There are currently a few apartment buildings there now and one 35-unit building under construction.

The next phase will be two multi-family developments with 48 units in each building. Town homes will also be built. That was one of the requests from neighbors who wanted to see a "buffer" between their homes and the apartment buildings.

"We just want to thank you and we approve everything, we've worked with everyone on it, and we hope to continue to work with the city and Kevin as things go forward and we're really really excited about getting a few more homes in this area, townhouses," Chris Zygarlicke, who represented the neighborhood, said at the Commission's meeting.

The City Council gave pre-approval to this plan last month. The Planning and Zoning Commission gave its final approval on Wednesday night.

Neighbors didn't want Garden View Drive to become a through street, so that will just become two cul-de-sacs that butt up against each other. Ivy Drive will be extended and South 40th Street will be extended to connect with Garden View Drive.
