GF Woman in Court on Child Neglect, Terrorizing Charges

Allegedly spent drunken night under bridge with three-year-old
GRAND FORKS (WDAZ-TV) - A 56-year-old Grand Forks woman was in court Wednesday on charges of child neglect, terrorizing and contact by bodily fluids.

GRAND FORKS (WDAZ-TV) - A 56-year-old Grand Forks woman was in court Wednesday on charges of child neglect, terrorizing and contact by bodily fluids.

Elaine Brown was charged following a March 10 incident in which she allegedly told an officer she would kill him and his children.

The officer was called to 18 N. Washington St. on a report of possible abuse of a three-year-old child. Brown, the child's grandmother and legal guardian, met the officer and was extremely intoxicated, according to a police report.

The child was asleep in a back room at the time. The officer spoke with the owner of the home and learned that a few nights prior, Brown was out drinking and spent the night under a bridge with the child while temperatures were in the single digits above zero.

According to the report, Brown could not tell the officer when she had last purchased food or cooked for the child or when the child had last eaten. The officer then decided to place the child into the custody of Social Services.

While the officer and Brown were waiting for Social Services, Brown became agitated and was yelling and cursing. According to police, she stood up and ran for the back bedroom where the child was sleeping, while screaming "at the top of her lungs."

She tried to slam the door on the officer, refused to leave the room and pulled away from him violently. She was eventually removed from the home and taken to a squad car.

The report states that Brown started to threaten the officer as she was in the squad car and said she would kill him, find his children and cut them up into little pieces.

The officer opened the door to tell her to stop when she turned her head and spat at him, hitting his pant leg.

Brown was arraigned in Grand Forks on Wednesday. She has a pretrial conference scheduled for July 19.

Child neglect, terrorizing and contact by bodily fluids are all Class C felonies which carry maximum penalties of five years in prison and/or a $5,000 fine for each.
