The wastewater interconnect, a project that would have Grand Forks treating East Grand Forks' sewage was denied for a second time.

City Council upheld Mayor Lynn Stauss' veto with three votes opposing the collaboration. Stauss has opposed the project because of its cost, which he says could raise local taxes by 20 percent.

But council members say the project could return to council if the state supplies money for the project or if Stauss is defeated for reelection in November. Stauss is currently up against councilman Wayne Gregoire, a supporter of the project and Morgan Walsh.
