Until tonight Kliner would not comment on why he resigned last week.
Some members of the Warren city council say they were completely surprised when Kliner told them he was stepping down immediately in an email.
Off camera Kliner cited two cases in which two city employees had to be fired. In 2009 Warren's public works director James Hansen was fired for stealing public money. He was sentenced to 5 years probation.
In July of 2009, city clerk CT Marhula was fired as well.
Kliner says that took too much time away from his full time job and family.
Tonight the Warren city council appointed council president Deb Myrfield mayor until the November election.
