A man who allegedly dropped a stolen handgun in downtown Grand Forks early Saturday morning appeared in court today on two felony charges.
19-year-old Ramsey Cerna of Grand Forks is charged with theft of a handgun and preventing arrest, each with a penalty of up to five years in prison. In recent months Cerna has been charged with felony terrorizing and theft and appeared in court Monday on a felony count of jumping bail from previous charges.
