Sheriff Bob Rost says it takes at least five to six inches of ice just to support one person. The dangerous thing about the Red River is the current, which means the river takes longer to ice over. And most importantly, if there are patches which aren't completely iced over it means the river isn't thick enough. Grand Forks has a water rescue crew that trains for these incidents should someone be in trouble.
