The city of Crookston is taking aim at a new housing plan to attract new residents. The plan includes some attractive incentives.

Those incentives range from free water, sewage and garbage to even no property taxes for two years. No property tax is enough to attract someone to buy a home in Crookston but officials say they're now heading back to the drawing board to see if they can make prices cheaper than ever. Officials say the problem in Crookston is very similar to Grand Forks although it's on a smaller scale. Melanie Orlins has more.
