The DOT discussed possible ways to reset the bank account since the federal government has always allocated less money to the cities for planning purposes than it's promised. The option the DOT chose is population based, meaning more money goes to the cities with more people. Since the city is looking into doing a Census recount, Grand Forks could receive more funding.
Had the city not received federal money, projects like Columbia road and traffic signals would be tough to fund.
