During Monday night's town hall meeting in Moorhead, Governor Mark Dayton heard from concerned citizens that the cigarette tax increase proposal threatens border city stores, making it unable for them to compete with North Dakotans.

Minnesota charges $1.23 per pack tax and Dayton said he proposed raising it 94 cents because of the health benefits. Some store owners say they fear they'd have to shut their doors if Minnesotans could drive across the bridge to Fargo and buy their cigarettes for $18 less per carton.
