Governor Jack Dalrymple issued a disaster declaration for counties and tribal nations that have a 50 percent chance of exceeding moderate flooding. Down in Fargo, volunteers are already preparing "sandbag central" for the first time in two years.

Fargo and Cass County need to make one million sandbags to protect neighborhoods from anticipated spring floodwaters. The city's solid waste division is setting up the sand spiders, conveyors and other equipment needed for that effort.

Terry Ludlum, Solid Waste Utility Manager: "What we're having to do is go short-staffed because we still have to run the landfill, we still have to pick garbage, we still have to do all of our recycling."

The sand won't actually arrive until Monday. Crews will then do a test run to make sure the machinery is up to the task.

Mike Belinsky, Equipment Operator: "It's a lot easier now, we've made a lot of improvements to make everybody's life easier. Where everything's located and the spiders, obviously we can crank out sandbags like nobody's business."

Sandbag Central opens April 3rd.
