The snowmelt isn't the only thing being delayed by the below normal temperatures. Street sweepers are getting back on the roads to clear the sand, running midnight shifts for the past two weeks to clean up its roads. The sand laid down during winter now sits in clumps on the street and line the ditches.

With the machinery unable to operate in cold temperatures the vehicles haven't been able to operate 24/7. Once the streets have been cleared the city plans on repainting traffic lines.

Mark Aubol, Streets Superintendent: "Normally by the end of April we have most of the streets pretty well swept up because we can work on them through the day time when its warmer -- this year it's just been an abnormally cold year."

Aubol hopes to finish the street sweeping in the news few weeks.
