BISMARCK, N.D. (AP) - Some lawmakers on the North Dakota Legislature's interim higher

education committee don't agree. Bismarck Rep. Mark Dosch says the

board's new long-term finance plan isn't innovative.

Higher education officials briefed the committee on Tuesday

about their review of budget methods. Some lawmakers wanted a fresh

look at them because they believe state spending on colleges is

growing too quickly.

Board of Higher Education President Richie Smith says North

Dakota's higher education finance system is the envy of the nation.
