He's charged with six counts of animal neglect, including depriving the animals of necessary food and water. Authorities seized nearly 170 dogs from Smith's puppy mill in July. There were multiple dogs per cage, most with matted fur and health issues. Smith posted the 4,000 dollar bail. He didn't want to answer questions, but says he'll share his side after his legal battle is over.
