Grand Forks public works director promoted to city administrator

Todd Feland, Grand Forks' public works director, has been promoted to city administrator, according to City Hall.

Todd Feland, Grand Forks' public works director, has been promoted to city administrator, according to City Hall.

He will start his new job Nov. 5, replacing Rick Duquette, who is retiring.

"I have the utmost confidence in his ability to bring the best out of our team," said Mayor Mike Brown in a statement.

Feland was chosen by the City Council, city staff and community organizations, the city said.

He became the public works director in 2000 and has lived in Grand Forks since 1997.
