The school year may not be over yet, but the business manager for the Grand Forks Public School District is already working on the budget for the next school year. He talked about the Preliminary Budget at tonight's School Board meeting. The Board wanted the budget to be balanced, with no increase in the mill levy. The budget also reflects almost no growth in expenditures. Accurate estimates of student numbers for the next school year are not yet available, and that will also impact the Foundation Aid revenue. That state aid is expected to go up $400 per student, but student numbers are expected to go down. Property tax revenue is also forecast to be up 2 to 2.5 percent next year. Although it's an increase, it went up quite a bit more in the past several years.

"It was probably 7 to 10 percent a lot of those years. Last year [it] was about 3 and a half percent. It's not zero growth revenue from that, but it's slowed down quite a bit," said Business Manager Bill Hutchison.

The actual mill levy won't be certified until October.
