Grand Forks attorney arrested and charged with a murder conspiracy

Grand Forks criminal defense attorney Henry Howe was arrested Thursday and charged with conspiring to murder a confidential informant. Howe appeared in court at 3:00 Thursday afternoon for a bond hearing in Grafton.

Grand Forks criminal defense attorney Henry Howe was arrested Thursday and charged with conspiring to murder a confidential informant. Howe appeared in court at 3:00 Thursday afternoon for a bond hearing in Grafton.

Henry Howe's bail was just set at $100,000. Howe has been a Grand Forks Criminal Defense attorney for more than 30 years. Now he could face life in prison.

Howe allegedly conspired with two suspected drug dealers to kill an undercover informant in the drug case of one his clients. Co-defendants in the case are Paul Lysengen of Minto and Wesley Wayne Smith of St. Thomas. The three allegedly discussed killing an informant in two drug cases filed against last year. All three were arrested and appeared in court Thursday.

Howe was representing Lysengen in those cases. The informant was working with the Grand Forks Narcotics Task Force. The charge also said Lysengen and Smith met to discuss "available options for luring" the female informant to a location, and planned how to drug her and make her death appear as an accidental asphyxiation.
