Case Dismissed Against Man Accused of Dragging 12-Year-Old Girl On Dog Leash

A Grafton man who faced charges of dragging a 12-year-old girl using a dog leash has had his court case dismissed.

A Grafton man who faced charges of dragging a 12-year-old girl using a dog leash has had his court case dismissed.

The Walsh County State's Attorney's office said 23-year-old Raylon Hawkins was not mentally fit. Forensic tests from Fargo declared Hawkins not competent enough to assist in his own defense.

Therefore the court was legally obligated to dismiss Hawkins' case.

Officials said Hawkins, originally from Louisiana, was released into the custody of his family today. They will take him back to Louisiana.

Hawkins was facing two counts of child neglect or abuse, a class C felony.

Along with aggravated assault, criminal mischief, terrorizing and domestic abuse charges.

Authorities say he told 12-year-old he was going to 'treat her like a dog'. He wrapped a leash around her neck and dragged her around his home.

Grafton Police arrested Hawkins on March 22.
