Authorities say Ross Haugen defrauded Walsh County clients out of $3.5 million.
He is facing more than 30 charges, including sale of unregistered securities, acting as an unregistered broker, and fraudulent practices.
Tuesday the judge issued an order finding probable cause, after both sides gave written arguments along with several days in court.
