BISMARCK, N.D. (AP) — Nineteen days before the election, more than 18,000 North Dakotans have already voted.

Secretary of State Al Jaeger says North Dakota's county auditors have mailed out more than 51,000 applications for absentee ballots, and more than 18,000 people have returned them.

The numbers include more than 20 North Dakota counties that are handling the voting mostly by mail. Those counties are setting up one location for walk-up voting on Election Day.

Jaeger says just before noon Thursday, 18,683 North Dakotans had marked their ballots for the November election.

During the 2008 election, 37 percent of the North Dakotans who voted did it before Election Day.
