Proposed Bill Would Restrict UND Pres. on Property Development

A bill in the North Dakota Legislature would give the director of the University of North Dakota's Energy and Environmental Research Center the power to block development of nearby property.

BISMARCK, N.D. (AP) — A bill in the North Dakota Legislature would give the director of the University of North Dakota's Energy and Environmental Research Center the power to block development of nearby property.

The North Dakota House's Education Committee is hearing the bill Tuesday. Tioga Rep. Bob Skarphol is sponsoring the measure.

It says UND's president may not develop a former hockey arena or its nearby property without informing the EERC. It says director Gerald Groenewold can stop any development for a year by objecting.

Skarphol says the property is important to the EERC's potential expansion, and he says the center should have a say in what happens to it.

North Dakota's Board of Higher Education is opposing the bill.
