Dalrymple Wants FEMA Exemption for Devils Lake

BISMARCK, N.D. (AP) — Gov. Jack Dalrymple is asking the Federal Emergency Management Agency to make federal money available before more roads in the Devils Lake basin are inundated by floodwaters.

Under FEMA policy, funding for repairs is made available only after flooding occurs. Dalrymple is seeking an exemption, saying money could be used to raise county and township roads before the lake's expected rise this spring.

The latest National Weather Service outlook shows that the lake is almost certain to rise to a record level later this year. The lake has already quadrupled in size because of a series of wet years since the early 1990s.
