BISMARCK — North Dakota's House Republican majority leader says he's expecting education "bureaucrats" to fight his proposal to abolish the state Board of Higher Education.

Fargo Rep. Al Carlson is sponsoring a constitutional amendment that would abolish the board and eliminate the state superintendent of public instruction as an elected office.

Carlson's measure establishes a new state education department that would oversee North Dakota public education, from kindergarten through college.

The governor would appoint a director of the agency and choose an 11-member advisory board on education issues.

The Board of Higher Education opposes the bill, and board members say it is the biggest challenge to the system since the 1930s.

Carlson says the change will help improve student education and job training.
