The city council and library board have been talking about whether to build a new library.
People in Grand Forks are being asked if the city should raise the local sales tax by one percent to build the library.
The sales tax increase would last for 36 months or until $20.8 million in sales tax is collected, whichever comes first.
You can pick up an absentee ballot starting Thursday at the Finance Department in Grand Forks City Hall or by calling 746-2664.
