More Spirit Lake Tribe Officials and Employees Face Embezzlement Charges

Earlier this week, Patricia Robertson, also known as Patti Cavanaugh, was charged with embezzlement and theft from an Indian tribal organization. Now several other Spirit Lake Tribe officers and employees have been indicted in three separate cases with embezzlement and theft from an Indian tribal organization and making false statements.

Now several other Spirit Lake Tribe officers and employees have been indicted in three separate cases with embezzlement and theft from an Indian tribal organization and making false statements.

Justin Yankton, an officer of the Spirit Lake Tribe and his girlfriend Brooke Black, an employee with the Food Distribution Program, have been charged with embezzlement and theft from incidents occurring from October 2008 until their arrests this week.

Black is also being charged with giving false information to the Low Income Home Energy Assistance Program on the Spirit Lake Reservation in order to receive fuel assistance.

Also arrested this week were Carl Walking Eagle, an officer for the Spirit Lake Tribe, and his wife Barbara Walking Eagle, a librarian at the community college in Fort Totten. Each were charged with two similar counts of fraud and theft of tribal fuel assistance funds.

Barbara Walking Eagle is also charged with one count of false statements.

Both Barbara Walking Eagle and Black have plead not guilty to the charges against them.

Arraignments for all parties have been scheduled for April 18th.

The maximum sentence for embezzlement and theft from an Indian tribal organization and false statements is five years in prison.
