Three North Dakota counties are among the top 20 least-economically stressed counties in the country, according to the Associated Press Economic Stress Index.

However, while three out of four major ND cities were included, Grand Forks was not one of the cities in the least stressed counties.

As economic conditions improve, the rating given goes down. As conditions deteriorate, the number increases.

The Economic Stress Index measures the relative impact of the recession and the recovery. It takes the cumulative effect of three indicators: unemployment, foreclosures and bankruptcies.

The index is on a scale from 0 to 100, 100 being the worst-case scenario.

Ward County, which includes Minot, had the fourth best rating in the nation, with 4.54. Burleigh County, which includes Bismarck, was close behind with a rating of 4.65. Cass County, home of Fargo, wasn't too far down the list, with a rating of 5.1.

In comparison, Grand Forks County had a rating of 5.48, Walsh had 6.77, and Pembina was rated at 9.75. The most economically-stressed county in the state is Rolette County, with a rating of 12.8, with a 12% unemployment rate in March 2011, according to the Associated Press. In October 2007, the index rating for the county was 5.91.

In Minnesota, the most economically-stressed county is Clearwater. It had a 17.89 rating for March. In October 2007, that rating was 6.06. Unemployment in the county is at 17.5% for March.
