In a sign the Red River is slowly receding below 35 feet, the city of East Grand Forks has re-opened the Gateway on and off-ramps and underpass.
Wednesday morning, city crews reopened the closures on Gateway Drive and River Road NW. Drivers now have full access to River Road in both directions.
