FARGO – Two sex offenders who had lived here have moved, one to a different city, police said.
Dale Phillip Skinner, a high-risk offender, moved from 1122 2nd Ave. S. to 1002 28th St. N., where he’ll be staying in a vehicle in the driveway.
Skinner was convicted of two counts of gross sexual imposition in Stutsman County (N.D.) in 1999. Both victims were under the age of 15. One was a relative, the other an acquaintance.
Jeffery Scott Knode, a moderate-risk offender, was at 123 15th St. N. but has moved to Hatton, N.D.
Knode was convicted of corruption or solicitation of a minor in 2004 in Traill County (N.D.). His victim was a 15-year-old female who was an acquaintance.
