Grand Forks Has Second-warmest Winter Ever

(AP) — The National Weather Service says preliminary data show that Grand Forks has had its second-warmest winter with an average temperature of 19.2 degrees. The warmest winter ever was in 1983 with an average 19.6 degrees.
