Fargo Man Cited for Driving 86 mph on Icy I-94 While Road was Closed
A 36-year-old Fargo man was cited early Sunday morning for speeding after a Minnesota State Patrol trooper stopped him near Rothsay, Minn. Dmitri Kilin was "traveling 86 mph on the closed and icy freeway" when he was spotted by a trooper on patrol.By: Forum Communications Report,
