WASHINGTON (AP) - A spokesman for House Speaker John Boehner says President Barack Obama has called the speaker to say he still won't negotiate on ending the partial government shutdown or raising the nation's debt limit.
Details were to be released later, but Minnesota Management and Budget officials said that even with the projected budget deficit for the next two years, “current conditions will allow the state to reduce the K-12 education shift by $1.3 billion of the $2.4 billion outstanding but that improvement does not continue into next budget period.”
Gov. Jack Dalrymple unveiled his budget for the next biennium on Wednesday, calling for permanent property tax relief, $102 million for Fargo-area flood control projects, a new funding formula for higher education and $2.5 billion in transportation upgrades.

The budget deal that ended Minnesota's government shutdown comes with a hefty price: It relies heavily on borrowing $640 million against money from the state's 1998 tobacco settlement, but might cost that same amount in interest — plus a substantial annual revenue loss for years to come.
Gov. Mark Dayton says a Republican offer to drop $200 million in tax cuts they wanted and spend it on his priorities is a "non-proposal" that gets the two sides no closer to a budget deal that would avert a government shutdown in two weeks.
