County officials conducting the recount in Minnesota governor's race lack a unified approach to deal with ballot challenges, a problem awaiting the state board that ultimately will certify Democrat Mark Dayton or Republican Tom Emmer as the election winner.
Most of the state's 87 counties have wrapped up manual review of ballots cast in the race for governor. Several big counties encompassing and surrounding the Twin Cities have yet to finish and a handful in greater Minnesota are still at work.
On the second day of recounting votes in Minnesota's undecided governor's race, Democrat Mark Dayton says internal tracking showed his lead over Republican Tom Emmer growing to nearly 9,000 votes as he gained more votes than the official tally.
